Pusat KOMAS held a constructive meeting with the Speaker of the Dewan Rakyat, YB Tan Sri Dato’ (Dr.) Johari bin Abdul, and a delegation appointed by the Speaker to attend the meeting. Pusat Komas presented its findings of the Malaysia Racism Report 2025 on Monday, 13 April 2026, as the report identified and documented the incidents of racial and/or religious discrimination during the Fourth Term of the 15th Parliament throughout 2025, based on Hansard records and assessed against the non‑discrimination principles enshrined in the Federal Constitution and international human rights standards.

The purpose of the meeting was to explore more effective ways forward, with the dual aim of decreasing racist speech while safeguarding freedom of speech and expression during parliamentary debates.

The discussion was attended by the following individuals:

As an organisation that has advocated against racism for over two decades, Pusat KOMAS proposes the introduction of a Code of Ethics to promote non-discriminatory speech as implemented in other countries and bodies such as the United Kingdom, South Africa, European Union and United Nations. These measures aim to provide guidance for MPs to better understand what constitutes as racist or discriminatory remarks in the House, while also assisting presiding Speakers in making rulings over incendiary remarks.

The report was formally handed over to the Chairperson of the APPGM-RRH, as instructed by the Speaker, YB Tan Sri Dato’ (Dr.) Johari for further study and action.

Pusat KOMAS appreciates YB Tan Sri Dato’ (Dr.) Johari, Dr. Nizam Mydin, and the APPGM-RRH for taking heed of our findings and recommendations in this year’s edition of the Malaysia Racism Report. We are confident that the relevant parties in attendance will act to address the concerns raised in the report and by the rakyat in ensuring that Parliament remains a democratic pillar where dialogue on policy and reform is constructive and free from racial and religious politicking.
